The part-lined waterproofs from the Hein Gericke Basics range do exactly what they say on the can. They keep you dry and, in cold weather, actually help you keep warm too.
When I bought my pair a year or two ago, they cost 19.99 of your Earth pounds and pence and I don't think they've gone up in price since.
While they're available in a wide range of really horrible colours, it takes a lot of searching before you can find a plain black set - according to "those in the know" black will be the new black this season, my dear. The suits have got elasticated cuffs, pop-fastening leg holes and an almost full-length zip which runs diagonally top right to bottom left. The zip is further protected with velcro-equipped storm flaps, but in a real storm they do let water in.
The velco-fastening neck hole is lined with some sort of black corduroy, so doesn't chafe and irritate sensitive skin. Like mine. The suit doesn't have any external pockets, but this doesn't really prove a problem in real-life.
The bestest thing about Hein Gericke is that if you have any problem with any of their stuff, then they'll replace it. I've had my suit changed 'cos one of the seams gave way and they replaced it without any messing about.
Update: having just found a description of the latest version of the suit on their web-site - it looks as if they're now using zips on the legs. They've also changed the name too - the bastards. The suit is now called the Hi Dry Rain Suit and is only available in black. Still the same ridiculous cheap price of 19.99 though.
